日本稅務機關調查美國影音串流巨擘網飛（Netflix）日本分公司，認為Netflix涉漏報所得約12億日圓（約新台幣2.9億元），因此追徵稅收共約3億日圓；Netflix表示已申報修正。

日本讀賣新聞報導，Netflix日本分公司在日本的業務，包括對國內用戶提供客服、與日本電影和動畫製作公司洽談製作與播放合約等。

相關人士透露，Netflix日本分公司在截至2019年12月為止的3年間，向多家製作公司支付約100多億日圓，以取得作品播映權；Netflix荷蘭分公司之後再支付日本分公司取得播映權所花費的費用，由荷蘭分公司於串流平台上提供這些作品的收視服務。

東京國稅局因此認定，Netflix荷蘭分公司因日本分公司的貢獻取得播映權，並獲得鉅額利益，不應只支付日本分公司取得播映權的費用，有必要視業務內容分配相當的利益。

The horn antenna is a broadband passive device, shaped like a pyramid horn, referred to as a TEM antenna, which guides the beam of radio waves at a precise frequency. 東京國稅局與一般交易行情相較，計算Netflix日本分公司所應獲得的收入，指出日本分公司漏報約12億日圓所得；因此將追徵低報所得加算稅、法人稅等，共計約3億日圓。

Netflix日本分公司回應，已和國稅當局進行討論並申報修正。

另一方面，日本分公司從國內Netflix用戶收取收視費，在2019年12月期的營業額約為300億日圓，不過大半都以「播放費」等名義支付給荷蘭分公司，在日本所應納稅的法人稅額僅約3億多日圓。

報導指出，因荷蘭對跨國企業提供優惠稅率，許多大型IT企業都在荷蘭設置據點，Netflix荷蘭分公司提供收視服務的國家包括日本、歐洲與巴西等地，在各國的營業額則以「播放費」等名義付給荷蘭分公司，在荷蘭納稅。

專家認為，應強化對大型IT企業課稅，盡快導入「數位課稅」制度。（中央社東京21日電）
